Lake Macquarie City Council has a clear opportunity to maximise the value of its existing investment in Rathmines.
Nowhere is this more evident than in the Shopping village — the natural heart of the community — which currently falls short of its potential as a safe, welcoming and connected gathering place.
With targeted improvements, it can become both a stronger community hub and a vibrant lakeside destination - aligned with Council’s future vision. This research was initiated by Rathmines SNG.

KEY ISSUES
1. Safety & Accessibility (High Priority) Uneven paving creating trip hazards No safe pedestrian
crossing to the lake or car parking.
Conflicts between cyclists and pedestrians. The removal of shopfront seating during COVID created a
cycle thoroughfare.
2. Lack of Seating & Shade
Minimal places to sit, wait, or gather Poor accessibility for elderly and mobility-impaired
3. Poor Connectivity & Access
No safe, clearly defined connection between shops, parking, and the lakeside
Very limited and unreliable public transport. People get stranded.
4. Poor Amenity & Presentation
Lack of planting, shade, and visual cohesion
Maintenance concerns (weeds, cleaning, finishes)
5. Limited Activation & Connected community Space
Strong demand for markets, events,
and shared community spaces
WHY IT MATTERS
Rathmines already functions as a highuse local centre, with many residents visiting daily. However, current conditions:
- Limit how long people stay
- Reduce safety and accessibility
- Constrain local business activity
- Repair and level paving
- Install shaded, accessible
- seating
- Cleaning and maintenance
- A safe pedestrian crossing
- Clear pathways linking shops,parking and the lake
- Shade structures and planter boxes
- Defined gathering areas
- Support markets, events, and temporary uses
- Encourage community-led initiatives
- Develop a cohesive design
- Introduce public art and local character
